Since dental burs are for hygienic use, it is not advisable to buy used ones. There have been studies that autoclaving along dental burs does not guarantee decontamination. Pre-sterilization with the use of washer disinfectors is the best way to decontaminate dental burs. It is best to buy brand new burs for a hygienic purpose.
